HIGH SCHOOLS URGED TO ADOPT STUDENT PARKING AGREEMENTS THAT ENFORCE GDL LAWS

State safety advocates are encouraging school administrators to do more to keep students safe by implementing new student parking agreements that enforce the state’s graduated driver licensing law (GDL). A 2014 statewide study, led by researchers at Connecticut Children’s Medical Center, found that most public high schools in Connecticut were using parking agreements that failed to reference the need for students to follow the GDL law. Following the study, a model parking pass application was drafted and has been distributed to school and district leaders across the state.

LEGAL MAILBAG

The Legal Mailbag column is written by Attorney Thomas Mooney of the University of Connecticut's Neag School of Education. Readers are invited to submit short, law-related questions of practical concern to school administrators. One question and its answer will be published in this column each week. Questions may be edited; authors will not be identified; and answers cannot be considered formal legal advice. Please submit questions to: legalmailbag@casciac.org

Dear Legal Mailbag:
I know it may seem like a silly question, but do teachers ALWAYS have a right to a union representative at a meeting with an administrator? Recently, I invited my art teachers in for a meeting to discuss planning the upcoming art show. Following in right behind them walks a union representative, who happens to be the former teachers’ union president. She’s not an art teacher, and she wasn’t invited to the meeting. Are “Weingarten” rights applicable to all school meetings?
