WHAT WILL ESSA IMPLEMENTATION LOOK LIKE?

In late May, U.S. Secretary of Education John King published his proposed regulations for the implementation of the provisions of the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA), regarding accountability systems and state plans. The public was afforded a two-month window in which to react to and comment on those proposals. In response, the National Association of Elementary School Principals (NAESP) and the National Association of Secondary School Principals (NASSP) issued a joint letter outlining principals’ areas of concern regarding the department’s proposed regulatory actions. CAS has signed on in support of this letter and will continue to monitor and engage with our membership on the state’s ESSA implementation efforts.

LEGAL MAILBAG

The Legal Mailbag column is written by Attorney Thomas Mooney of the University of Connecticut's Neag School of Education. Readers are invited to submit short, law-related questions of practical concern to school administrators. One question and its answer will be published in this column each week. Questions may be edited; authors will not be identified; and answers cannot be considered formal legal advice. Please submit questions to: legalmailbag@casciac.org

Dear Legal Mailbag:
This is my 20th year in education. When I first started teaching, my administrators told me that a principal or administrator had to be present at every PPT. Later, I became a principal, and my special education director told me that the law had changed and principals or other administrator did not need to be present, but rather someone designated by the principal could properly run the meeting.
