Middle Level Board of Control
Minutes from meeting of 10/23/2007

Connecticut Association of Schools Middle Level Boards
October 23, 2007 Minutes

1. In attendance were: Anthony Carrano, Paul Cavaliere, Jeffrey Cryan, Richard Dellinger, Carla Kennedy, Norma Posocco and Earle Bidwell
2. CAS Leadership Changes and Vacancies: Earle Bidwell reported that due to a retirement and a promotion to central office, there were vacancies on the CAS Board of Directors and the CAS Middle Level Board of Control. The middle level board voted to recommend Paul Osypuk for the CAS vacancy and to appoint Sue Homrok to the Board of Control vacancy.
3. Reports
a. Professional Studies Committee:
i. Exemplary Practice: Richard Dellinger reported that the work was going forward on exemplary certification for curriculum, instruction and assessment. Furthermore there were several schools that would be visited this fall for exemplary climate or teaming practices.
ii. IMPACT: Norma Posocco reported that we were three articles short of publishing the next issue. It was suggested that presenters at various CAS events be solicited as well as UCAPP interns. An online alternative to printing the journal was discussed, but was tabled in light of the progress in securing writers.
b. Student Leadership Conference Committee: Joe Scheideler reported that plans were well under way for the student leadership conference on January 16, 2008 at Quinnipiac University but we could still use a few more presenters.
c. Honors and Awards: Judy Abrams represented the committee at celebrations in Mansfield for School of the Year and Mystic for Educator of the Year.
4. Scholar/Leader Banquet: Earle Bidwell
a. The change in time to 5:30 and other measures to shorten the program were well received and will be incorporated again this year. There was some disappointment expressed that we might again be without music for this year’s banquet. It was suggested that we might approach potential corporate partners to sponsor the music. Failing that, there was some sentiment that we might promote an opportunity to “showcase your group” rather than underwrite the opportunity. This item will appear on the next agenda as an action item.
b. Speaker: Several quality potential speakers were discussed. It was decided that the first choice for this year would be Milkin Award winning teacher Julie White from the CAS School of the Year, Mansfield Middle School. (Note: Julie White has accepted the invitation to speak). The names of the other possible presenters will be held for next year.
5. New England Symposium: Earle Bidwell and NELM Executive director, Bob Spear, will be visiting Commissioner McQuillan in the near future to inform him about the New England Symposium and to discuss the commissioner’s initiatives for secondary school reform.
6. Roundtable Topics included:
a. Initiatives for attracting and retaining quality teachers;
b. Funding alternatives to the property tax for funding education;
c. Transfer out-of-state retirement money to CT;
d. ECS money to schools
7. The next board meeting is scheduled for January 22, 2008 at 4:00 p.m. at the CAS office.
