In attendance were: Norma Posocco, Sam Lewbel, Marge Doolittle, Tom Dzicek, Tom Heffernan, Richard Huelsmann, Rochelle Schwartz, Carole Alvaro, John Lineen and Earle Bidwell
1.0 Committee Reports

1.1 Program: Rochelle Schwartz reported that after the success of the teacher and school of the year banquets, future celebrations would be held in the community of the honorees. Furthermore; the committee will endeavor to select one teacher and one school each year.

1.2 Early Adolescent Educators: Norma Posocco reported that the NELMS – CAS Seminar scheduled for Thursday has an enrollment of 25 and will go forward. She also reported that “Impact” (issue focus, teaming) featured articles by Teacher of Year and School of Year and will go to the printer this week. She expects distribution in early February. We are also looking for articles for the next issue, also on “teaming” to be published early summer

1.3 Professional Studies: John Lineen reported on the work being done on certification of teaming practices. The committee has determined the criteria and the application will be available on-line beginning February 8, 2003. the committee is gearing up to do paper screening and visit promising schools in may.


2.0 Assistant Executive Director’s Report: Earle Bidwell shared some thoughts on new directions for his time and energies that arose at the NMSA Convention and in conversations with Executive director, Mike Savage. More administrative time needs to be spent in bringing a higher visibility of the middle level to the State Department of Education, the State Board and other decision making groups. Furthermore, CAS leadership is essential in bringing issues of “No Child Left Behind” legislation, certification and advocacy issues to the forefront. In order for this to happen, board and committee members will need to assume some additional responsibilities. Board members were very supportive of the directions and volunteered to do whatever is necessary to make it happen.


3.0 Goals for 2002-2003 (and beyond): Richard Huelsmann conducted a general discussion of each of the goal areas. It was decided that each of the sub-committees could pursue an action plan through e-mail communication or through conference calls. Earle Bidwell will determine if it is possible for the CAS office to set up conference calls from the CAS office for interested participants. While some of the discussion is outlined below, it was decided that each sub-committee will develop their own action plan. Absent members will be e-mailed to determine which sub-committee they will be willing to support.

3.1 Certification for Middle Level Teachers and Administrators: Earle Bidwell will be making a presentation to the Certification committee of CAPSS next week. It was suggested that additional help might be obtained by recruiting recently retired principals.
3.2 “No Child Left Behind” legislation initiatives might include dialogues on the subject at various locations around the state. Also CAS might look into NCLB awards by contacting Betty Sternberg at the State Department of Education and featuring in “Impact” the “Bulletin” and on the website.
3.3 Collecting and featuring articles on successful school practices might further advocacy for Middle Level Education. Another idea is to attempt to get a spot on the Faith Middleton Show at WNPR.

4.0 The State Leaders Meeting will be held in Topsfield and will be attended by Earle Bidwell and Preston Shaw. Committee members shared some challenges that can be brought to the meeting. In addition to the above goals, they suggested: Bullying and at-risk students, lack of parental support for discipline and e-mail communication policies and concerns.
