STUDENT ACTIVITIES BOARD OF CONTROL
Summary – December 16, 2003

Present: Janet Garagliano, Chair; Don Gates, Arlene Salvati, Joe Scheidler, Steve Wysowski. Staff: Mike Buckley.

1. The following changes (in italics) in the SABC By-Laws, proposed and approved on November 6, 2003, were adopted (motion Scheidler, second Wysowski) unanimously:

Article V, Section B, 7. Student Activity Board will act on the recommendations of the SABC/CIAC Cheerleading Committee for in-state cheerleading competitions. All cheerleading programs shall be governed by the current Spirit Rules Book of the National Federation of State High School Associations. The maximum number of competitions in which a squad may participate annually shall be four (4), exclusive of one (1) league and the SABC/CIAC State Cheerleading Competition. (Schools without league-sponsored championships may substitute participation in any other SABC approved competition.) Attendance at one summer clinic/camp is permitted.


Article VIII, Section A. Institutional members of the Connecticut Association of Schools shall be subject to the regulations and policies established in the By-Laws of the Student Activities board of Control for the supervision and control of non-athletic activities. Violations shall be referred to the Executive Director of the Connecticut Association of Schools.


Article VIII, Section C, 4. Fines – Monetary fines may be imposed. The fine policy relative to Cheerleading is:
• Exceeding maximum number of competitions , $250 per competition, maximum to $1,000
• Exceeding limit of one summer clinic/camp, $250 per incident, maximum to $750
• Participating in an in-state competition not approved by SABC, $500
• Host school not adhering in competition to National Federation Spirit Rules, $500


These changes will be communicated to principals via email, the CAS web site, and the CAS Bulletin.

2. Mike Buckley reported on the December 9, 2003 meeting of the SABC/CIAC Cheerleading committee. Five cheerleading competitions were approved for the 2003-2004 school year. It was noted that competitions at Wolcott High School (1/24/04), Nonnewaug High School (2/14/04), and Danbury High School (3/5/04) are being publicized without having filed an application. Mike Buckley will contact the three schools and forward an application along with the SABC By-Law changes. The committee also agreed to develop a separate cheerleading competition application form to use beginning in school year 2004-2005 and requested that SABC require, starting in school year 2004-2005, that league cheerleading competitions be submitted for review. The board concurred.

3. The board heard a report from the CANHS Executive Director, Don Gates. Now in its 6th year, the organization has approximately 115 high schools and 20 middle level schools as members. It annually presents a well attended fall advisors workshop and spring student leadership conference. It also takes 70 to 80 students to the NHS National Convention. These events are organized by Don and an executive board that meets about 6 times a year. Don reported that he receives 50 to 60 calls a year with NHS questions. He will be presenting on Jan. 26, 2004 at the high/middle school convention. The statewide project this year is to raise $10,000 for the Hartford Literacy Volunteers with each chapter contributing $100.

4. The Flanagan Memorial Grants application was revised and will be mailed to all schools in early January. Applications are due by March 3rd with awards announced by April 1st. The awards will be presented at a reception at CAS on May 10, 2004.

5. Applications and Actions:
• CT Chapter of the American Statistical Association Poster Contest (New) – Approved contingent upon receipt of a completed application and a change from cash awards to savings bonds or gift certificates.
• CT Chess Foundation’s Scholastic Chess Championships (Renewal) - Approved.
• Holocaust Survivors of Connecticut, Inc. Essay Contest (Renewal) – Approved. contingent upon receipt of a completed application and a change from cash awards to savings bonds or gift certificates.

6. Applications and Actions – Cheerleading:
• Ansonia High School Annual Cheer Competition (1/17/04) - Approved
• Northwestern Invitational for Berkshire League Cheerleading Teams (1/31/04) - Approved
• Northwest Conference Cheerleading Championships (2/7/04) - Approved
• Plainville High School Cheerleading Competition (3/6/04) - Approved
• CVP 2nd Annual Cheer Competition (3/27/04) - Approved
