Middle Level Board of Control
Minutes from meeting of 9/24/2002

In attendance were Preston Shaw, Carole Alvaro, Cori-Ann Marino, John Lineen, Alan Davis, Jody Goeler,
Norma Posocco, Ellen Stankevich, Marge Doolittle and Earle Bidwell. Mr. Shaw chaired the meeting.

1.0 Expectations of Board Members (discussion item) Tabled

2.0 Committee Reports
2.1 Program: Earle Bidwell reported on the Fall Conference. Joe Hoff will be
the keynoter on October 18th at the Southbury Hilton. Other presenters are
Att. Tom Mooney, Teacher of the Year Dan Coughlin, runner-up Judith Patnode
and Schools of the Year Mystic and East Hartford.
2.2 Professional Studies: John Lineen reported that the 2002-2003 issues of
Impact will focus on “Teaming.” He also reported on a committee initiative
to recognize exemplary middle level practices. The first will be exemplary
teams.
2.3 Leadership: Jody Goeler reported that the committee will have it’s first
meeting of the school year next week.
2.4 Early Adolescent Educators: Norma Posocco reported that CAS is collaborating
with NELMS on several in-depth seminars and after school activities at the
CAS Conference Center in Cheshire this year. The complete list is available
on the CAS website www.casciac.org. Several of the presenters are prominent
members of CAS and the Center for Early Adolescent Educators.
2.5 Fine Arts: Vaughn Ramseur: No report

3.0 Proposed Goals for 2002-2003 (Discussion Item):

3.1 Ongoing (Unfinished Middle Level) Goals: Certification of middle level
teachers
3.2 Annual Meeting Brainstorming: The following items were forthcoming from the
middle level membership in attendance for consideration as goal areas for
the future.
· Keep Certification as a major focus for next year
· Schedule sessions on social/emotional needs of special education
students at the fall conference or during the year
· Saturday school
· Elicit support for the fall conference among superintendents as a
way of encouraging attendance
· Conduct a needs assessment
· Consider off-site programming in various regions of the state
· Alternatives to suspension/expulsion

After considerable discussion, the boards decided to consider the following goal areas at the next meeting: certification for middle level teachers, “No Child Left Behind,” teachers as educational leaders, assessing the fall conference, alternatives to suspension and expulsion and advocacy for middle level education.

4.0 Assistant Executive Director’s Report: Earle Bidwell reported on the new and improved CAS website. All CAS events are posted, news items, minutes of all meetings and online registration. The CAS office is intending over time to switch from a primary emphasis on paper mail to a primary emphasis on electronic mail. In an effort to increase communication, the middle level staff is making a concerted effort to acquire e-mail addresses for all Center for Early Adolescent Educators

5.0 Appointments to Board of Directors: Vaughn Ramseur and Tom Heffernan were named to the CAS Board of directors to replace Ernie Nocerino and Pat Charles who are not currently working at the middle level.

6.0 The middle level boards voted to forward the names of Donald Friedman, AP at Lincoln Middle School in Meriden and Ralph White, AP at Parish Hill Middle/Sr. High School to the Awards and Recognition Committee as candidates for middle level assistant principal of the year.

7.0 Report on Middle Level Certification: Earle Bidwell indicated that the Commissioner was requesting the State Board of Education to delay implementation of scheduled certification regulations slated for 2003. It was also reported that he and Mr. Huelsmann were members of an ad-hoc committee to suggest changes in regulations. The draft proposal prepared by Mr. Bidwell will be e-mailed to the middle level boards. The board voted to send a letter of support to Commissioner Sergi and to indicate that we are prepared to be a resource in the new work of the SDE.
