Board Minutes
February 7, 2005

Present: Joe Bacewicz, Kathleen Barmak, Veronica LeDuc, Christine Mahoney, Jeffrey Mathieu, Robert Pitocco, Dennis Carrithers

1. The board met jointly with the CAS Legislation Committee to review with lobbyist Marshall Collins the list of proposed bills being originated for the legislative session. On the bills to watch that affect high schools included two concerning the assault of a sports official, testing start times, pay to play legislation, steroid education, requiring athletic trainers at sporting events, and gambling prevention programs. The Legislation Committee will follow these and other bills for input by principals.
2. In preparation for the Legislative Roundtable scheduled for February 16 at the Southbury Heritage Village, topics to be raised were offered. Of most concern is the extension of the NCLB to included testing in grades 9, 10 and 11. The board agreed that CAPT is sufficient and that the congressional delegation should be advised to vote accordingly. Another issue of concern is to have federal legislation provide more assistance to teachers in improving skills.
3. The board reviewed the midwinter conference of January 28 and expressed very favorable responses to the speakers and breakout sessions. The format of a joint conference with middle schools was endorsed for future years.
4. The upcoming mini-conferences were noted: February 9 NEASC panel on accreditation at Maloney High School and the February 16, 2005 “Meet the Commissioner” session. A third mini-conference with the Governors Prevention Partnership is possible, but not finalized.
5. CAS will offer an accreditation seminar on March 9 and 10 for school teams. Invitations went to schools coming up for evaluation visits in 2006, 2007 and 2008.
6. CAS will offer Breaking Ranks II training at two times. The two day sessions will occur May 16 and 17 and again on June 29 and 30. These are for school leaders to be training as facilitators who can be thoroughly familiar with Breaking Ranks II to work with their high schools.
7. The Professional Studies Committee is working on collecting practices from schools to personalize the school environment. Also the Connecticut Association of School Administrators is interested in a joint effort to follow up on last year’s study of the high school principal.
8. The Assistant Principals’ Conference will be held March 17 on the theme of “Making Sense of School Reform.”
9. Bob Pitocco will represent CAS and attend the Model Schools Conference in Nashville June 26-29 as part of a delegation from Connecticut and the State Department of Education.

There will not be a CAHSP meeting on March 7, as originally scheduled. The next meeting will be April 4 at 3:30 p.m. at CAS.
