Board Minutes
November 14, 2005

Present: Joseph Bacewicz, Fran Kennedy, Jeffrey Matthieu, Christine Mahoney,
Robert Pitocco, Greg Shugrue, Dennis Carrithers

1. Bob Pitocco reviewed the Board goals for 2005-2006, which include continuing the theme of Breaking Ranks II, assisting schools with NEASC accreditation, promoting diversity through Respect Me! Training, and continuing outreach to policy makers and legislators.

2. Bob also reviewed the CAS Three Year Plan and went over each of the goals that CAHSP had a role in. The summary is as follows:

Objective 1: Broaden representation on all CAS-CIAC boards and committees to achieve greater balance of representation in race, ethnicity, gender an region.

CAHSP—Solicit recommendations from CAHSP board for vacancies. Completed

Objective 2: Expand the delivery of CAS programs, services, and activities through site-based or regional initiatives.

CAHSP—Conduct 2 of (6) monthly meetings of the Assistant Principals Committee off-site. Completed as of June, 2005

CAHSP--Conduct 3 CAHSP mini-conferences off-site annually. Completed as of June 2005 with topics of NEASC accreditation, a “Meet the Commissioner” event for the new commissioner, and a joint Governors Partnership Prevention/CIAC conference on steroid use.

CAHSP—Conduct on-site follow-up for schools participating in “Respect Me.” Completed with 3 schools in 2003, 6 schools in 2004, 12 schools in 2005.

Objective 4: Continue to make technology a priority in improving communication and dissemination of information.

CAHSP—Develop Respect Me! “Best practices” page on the CAS website and have a link to Operation Respect CT. Not completed due to organizational transition of Operation Respect CT and possible new partnership with the SDE.

CAHSP—Develop a process for principals to conduct “quick” surveys via e-mail. Completed

CAHSP—Post all Assistant Principals and CAHSP board agendas and minutes on line. Completed

Objective 5: Increase member school participation in all CAS-CIAC programs/activities.

CAHSP-- Identify (through surveys and event registrations) non- and low-participating schools and contact them directly regarding programs and activities. Completed by 2005 with improved participation in conferences, mini-conferences, NEASC and Breaking Ranks seminars, Connecticut Association of Student Councils events, and Principal Center activities.

Public Relations/State Presence

Objective 2: Enhance relationships with members of the legislature by continuing to focus efforts and resources on legislative initiatives.

CAHSP—Have CAHSP board meet with the Legislative Committee at the start of each school year; establish a board liaison to the Legislative Committee. Completed 2005.
CAHSP—Working through the various conferences/leagues represented on the CAHSP board, promote annual legislators’ breakfasts. Completed 2005


Objective 3: Rekindle our public relations efforts with a focus on “advocacy”—i.e., protecting and promoting the needs and interests of our member schools and the students they serve.

CAHSP—Identify a priority issue annually and develop a CAHSP/CAS position paper on it. Partially Completed in conjunction with the publications of the Professional Studies Committee and the Legislation Committee.

CAHSP—Solicit more editorials from member principals for publication in CAS Bulletin, website, etc. Completed 2005

Objective 5: Increase the Association’s name recognition among member schools as well as the general public.

CAHSP—Attend league/conference meetings tri-annually to promote CAS programs and to survey needs/interests. Partially Completed; not all leagues were met with or responded to initiatives.

Objective 6: Strengthen CAS’s presence and influence with the State Department of Education and other agencies, institutions, and associations.

CASHP—Extend collaboration with SDE and “Operation Respect CT” for: Respect Me” Program. Completed

CASHP—Initiate collaboration with Governors Prevention Partnership to sponsor drugs/alcohol prevention programs. Completed

Objective 7: Take a proactive role in addressing Connecticut’s educator shortage.

CAHSP: Promote attendance of administrative aspirants at all AP and CAHSP conferences and workshops. Completed



3. The role of the state task force on high school frameworks was reviewed. Twelve CAS school administrators serve on the committee formed by Betty Sternberg to look at the Connecticut High School of the future. The committee has a timetable of a report to Betty in time for the legislative session. The board discussed the possibility of schools doing away with Carnegie unit course requirements that had come up during the state committee discussions and concluded that they are still useful as one of the ways to evaluate progress toward graduation.

4. Topics for mini-conferences: the Board identified the 2006 graduation requirements, special education inclusion and professional learning communities as possible topics for the year. The first will be a January offering on the graduation requirements.

5. Dennis reviewed the training sessions for Breaking Ranks II. November 9th and 10th were the first of the two day sessions for the year and another is scheduled for February 14 and 15, 2006.

6. The dates for the NEASC seminars for this year are October 18 and 19, 2005, and December 15 and 16, 2005. Approximately 90 staff members from about 20 schools are participating.

7. The NASSP Convention has been relocated to Reno, Nevada, from New Orleans and will keep the same dates of March 17-19.

8. The next meeting will be on December 5, 2005, at 3:30 p.m
