Supporting CT Educators in Determining Special Education Eligibility of English Learner Students

Caroline E. Parker, Ed.D., Director of Research, REL Northeast & Islands
Todd Grindal, Ed.D., Principal Researcher, REL Northeast & Islands
Elisa Garcia, Ph.D., Researcher, REL Northeast & Islands
Sheila Rodriguez, Research Associate, REL Northeast & Islands

Most English learner students successfully learn both English and academic content, but when students don’t follow this trajectory, educators can find it challenging to determine whether this is due to a learning disability or is part of the typical developmental process of learning academic content, mastering English, and in some cases navigating new cultural and social landscapes.

In this workshop, REL Northeast & Islands researchers will describe how four Connecticut districts address these challenges. The presentation will report on district policies and teacher practices related to collaboration, cultural responsiveness, data use, and implementation of scientifically based reading instruction, and will include a discussion of specific strategies to promote English learner success.
